Looks to be a 1954 Pontiac Star Chief Hardtop. All the chrome is stock trim and probably original. I'm not sure about the rear bumper though.

Nice car alright but I bet it has horrible emissions and the gas mileage has got to suck. It is probably driven by some wealthy white guy with too much money who doesn't care about the environment and has an SUV in the garage at home!! If he really cared about the environment he would put that fossil fuel sucking beast in a museum where it belongs and get himself a hybrid!!
