Punctuation Is Good
With the simple addition of a period, this could be a lovely commendation of those who served in the military -- rather than a statement that seems to commend diner waitresses everywhere. Via @EdMorrissey and @TimMatthews:

Remember to tip your sargents and corporals, folks! Actually, as I recall from years ago when I had to maintain one of those types of signs, the available character sets were very limited -- pretty much just upper case letters, numbers, and a few punctuation characters that were likely to be needed on an advertising sign, such as '$' and '&'.

I once saw the importance of punctuation illustrated this way:
Woman without her man is nothing.
Woman: without her, man is nothing.
(My apologies to any ladies who were offended.)

I'm reminded of something I saw on the main street of the town where I lived some 50 years ago. There was a cookware store next door to a pharmacy, and they had signs one below the other facing traffic. What oncoming cars saw was:
THE POT SHOP
DRUGS
