The EPA's fuel mileage tests were routinely mocked even back then. They used (and I think they still do use) a convoluted method that involves analyzing the exhaust gases. Car and Driver went so far as to develop its own set of tests which involved actually driving the car along set routes per a script, and they got more realistic results than the EPA did.
Why not just put in a flowmeter and see how much fuel the engine actually consumes in a cycle? Guess that would be too simple. And yeah, it's really easy for modern ECUs to figure out when the engine is being taken through an EPA cycle because they are pretty simple.
I used scare quotes because I'm pretty sure it was put on by the Erdoğan government so they could purge their enemies in the government.
Interestingly, Gülen the cleric that Turkey has asked the US to extradite, also opposed the coup.

I'm pretty sure you are right Cousin Dave. For older cars they still attach a gizmo to the exhaust pipe. For newer cars it is all built in and they read it from a computer. Once you reset the computer you have to drive like a grandpa to get a result. I think anything over 40 mph doesn't count.
It's really getting dark out there.
