Does the state government raise gasoline taxes as has already happened in several states due to lower gasoline consumption reducing the already-spent tax revenue from gasoline taxes?
What happens when the carbon tax revenue no longer covers the $2,000 a year each family expects to receive and politicians are loathe to reduce the payment lest they be voted out of office?

Carbon producer raises their prices $45/ton, and pockets an additional $5 because they can. They send the $40 to the Feds. The Feds pocket $20, and send you back $20. Be thankful that you're only out $25/ton. I suspect the actual amount will be higher.
It could have been worse. Oh, and it will get worse, because they'll raise the amounts with time.

Of course it will. We've already seen it happen. Raise costs on something and people find alternatives. Reduced consumption means lower tax revenues on consumption, so the taxing authority raises taxes to make up the revenue shortfall.
The most infuriating thing is when the reduced consumption is mandated by the same authority dependent upon the tax revenue.
California, which mandated lower fuel usage in cars, is now contemplating implementing a mileage tax because lower fuel usage has reduced the government's revenue from its gasoline taxes.
PG&E, a government-endorsed monopoly utility, has asked the Public Utilities Commission (government) to allow it to raise rates because people are using less electricity - mostly due to the government's encouraging people to utilize solar panels in their houses. PG&E even provided assistance and financial incentives for the solar panel installation.

Own a vehicle that isn't electric or hybrid? Live in an area that doesn't have extensive public transit? Well, then, you're consuming more energy than your "fair share". No rebate for you. Too bad.

The good news is that her state of mind and mental health no longer matter. She lost the election. She's 71 and well-beyond her ability to be a power broker in the Democratic Party. The only way she matters is as a figure-head for a disgruntled Democratic Party that insists the election was stolen from them.
As such, an honest evaluation from her of why she lost would benefit the Democratic Party, giving them a chance to alter their election strategy and re-craft their message; reaching out to the people who rejected the Party's message in the last election.
Instead, they get the inane ramblings of a delusional dingbat raving about racist and sexist America - doubling down on the same message the voters rejected in 2016.
