Property taxes and unfunded pensions? what could possibly go wrong?
An audible gasp went out in the breakout room I was in at last month’s pension event cosponsored by The Civic Federation and the Federal Reserve Bank of Chicago. That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years.
Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here.
It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet.
I'm glad that crime is so very low in Yorkshire that they can threaten to prosecute rude comments.
I would like to remind everyone that this is a Police page and whatever your thoughts on one of my officers seizing drugs in the community, being insulting, abusive or offensive can and will result in a prosecution under the Malicious Communications Act 1988.
Snopes goes to great lengths to explain that of course Carson understands that children in diapers are mostly nonverbal and couldn't even understand the question, much less give consent to it.
Carson, Snopes maintains, was only suggesting to present the question to the child, allow the child to make eye contact before proceeding as a means of communicating to them that their response matters.
Well, you know what? Carson is still wrong.
Yes, consent needs to be taught, but not between parent and infant child. The message that a parents communicates to a child is not, "I want your permission to change your diaper."
The message should be, "I am the parent. I am your protector and I am in charge. I am responsible for your comfort and safety. And in observance of this solemn charge, I am going to change your diaper."
Because, even though I was never a parent, as the youngest of eleven children, I have more nieces and nephews than I can count. And I know from observation that children, even those still in diapers, engage in power struggles. Over anything.
This is normal and healthy. A child is asserting its independence, which is great. Because we want our children to grow up to be independent.
Because, ultimately, when the child does resist the effort to change its diaper (as they all do), you're going to overrule them anyway. So, your effort to send a message about consent will be shot down anyway. The relationship between parent and child is not one of consent. A parent has plenty of opportunity to give a child decisions to make. "Would you like chocolate or vanilla ice cream?"

That is, things that very much need to be done anyway. Also, don't say "OK?" at the end of a so-called order - the parent who does that is begging for consent - or rather, permission.
Not to mention that while toddlers will typically say "yes" to anything that starts with "want to play a game," all too often, they just say no for the sake of defiance. Time's too precious for that. Act, don't yak.
Now, if a grandmother holds out her arms to a 5-year-old and the kid doesn't run to her, THAT needs to be respected. Maybe the grandmother wears too much perfume or hasn't taken a bath in too long. Or something.
