The problem with government economic models is that they never model changes in behavior due to higher or lower costs. Behavioral assumptions in government models are static.
Bad Assumption 1: People who buy soda in Philadelphia will adjust their soda consumption when faced with higher unit costs (not the geography in which they purchase said soda)
Bad Assumption 2: Soda is price-elastic - with a higher unit cost, people will be less likely to buy soda (note, it's never assumed that people will buy less of another product in order to afford the same amount of soda)
Bad Assumption 3: Soda has many substitutes - people will substitute iced tea, lemonade, juice, or healthier alternatives if faced with higher unit costs for soda (this is directly related to the earlier assumption of price-elastic demand)
Bad Assumption 4: Soda is the source of Philadelphia's increased obesity and unhealthy lifestyle (not the tons of mac and cheese consumed by poor Philadelphians nor smoking nor lack of exercise)
As a marketing and data analyst for the last 15 years, I've told people it's not the conclusion that gets you into trouble, it's the assumptions underlying that conclusion.
Regarding the assumption about substituting healthier alternatives, have you priced juice in a soda machine? It's more expensive for a smaller bottle. People who are getting 16oz of soda for $1.25 are not going to spend $1.50 on 8oz of apple juice.
