Do those two stars mean two stars like two stars used to mean?

What did they use to mean? I stay in a two-star hotel in Paris, and it's just darling, and the proprietor is very nice. The room is tiny, but it's very clean, and decorated with a wood wardrobe and wood headpanel and built-in over the bed, and has a TV with cable and phone and Wifi. They bring you breakfast in the morning included in the price -- a croissant, a roll, jam, butter, and a pot of coffee.
