Not so hard.
Of course, I've done programming, and conditional loops are part & parcel of programming. The only things left out is between midnight and 8am on Saturday, and from midnight on Sunday till 7am Monday.
Ah, poorly defined edge condtions...

So if you are driving down the street, trying to decide if parking here for 4 hours is legal, how long does it take to read this sign?
Isn't New York spending a huge amount of money changing the street signs from all uppercase to save drivers a split second of reading time?

Confronted with that, I'd just put money in the meter no matter what time it was.
between midnight and 8am on Saturday, and from midnight on Sunday till 7am Monday.
Maybe that's when the street cleaners come

Where I live, the street cleaners come every other day, making it impossible to stay parked in one spot. Alternate-side-of-the-street parking can kiss my ass.
Looks like a passive-aggressive way of telling people not to drive in New York.
Along with meter maids who whip out measuring tape to see how many inches you are from the curb.

In order to park in NYC, you have to drive in NYC. I once saw a sign advertising monthly parking that was more than my mortgage payment. File under "reasons New Yorkers are nuts" right before "scolds" (the one with Mike Bloomberg's picture on it.)

Driving in New York City, unless you do it for a living, is one of the stupidest things you can do. I only got a car in Los Angeles after my world grew larger than Santa Monica Main Street, and I had to go places. I really prefer to take public transportation when suitable public transportation exists. If we had a train I could take to the downtown LA library, I'd be there every day, all day. I love cities, and I'd love to explore downtown LA and visit my loft-dwelling friend Kate Coe, but it's just too hard to get down there in traffic (unless you go at 3 a.m.).

Bingo.
And now that the subways have been cleaned up, there's no reason to bring your car into the city.
For 2 years we had a car, and lived in Manhattan. My wife still remembers strapping our newborn into a snugli every afternoon just to run out and switch the car to the other side of the street.
Should have sold the car, and rented when we needed one.

I will only ever take the train into the city, and use the subway. You can get everywhere you need to go just by doing that! Or walking, which, on a nice day, is also a fun thing to do, you see more that way.
I'll be going to New York right before my birthday to see Ian Hunter at the Highline Ballroom. And I will be taking the train!
(Also, Grand Central Terminal is a great place to people-watch!)
I recently parked near a sports stadium and had special rules for days (I assume game days). They must change that sign monthly. I mean it said things like
