If the server your blog is hosted on is your own, that is, you are in control of all the software running on it, you can have a little enjoyment at his expense, if you have your server serve up different things to his IP address.
Some of it legal, some of it potentially illegal.
Though you probably can't do much about the twitter stuff.

I think it's hilarious that he's following me. Maybe he'll learn something. Because you CAN do something to people, or CAN do something to earn money doesn't mean it's right. You don't get to impose a cost on other people to make your costs cheaper. That's a form of theft, and people who engage in theft are thieves.
I would surprised if he even knew he was following you. Guys like that follows tens of thousands of people so that they gain tens of thousands of followers. It's done automatically with software. If you don't follow back, chances are that after a short time period, you'll be unfollowed.

He messaged me several times, and started following me after another girl he apparently spammed said she wouldn't be needing his services and read about him on my site. I saw the name in my e-mail (Twitter sends you e-mail about who's following you) and thought it sounded familiar but didn't remember who he was until I saw the comment from the girl this morning.
preferably with 10 rounds from a glock .40, ahhh but cleanup would be a bit of a chore. seriously, this dude needs to be extinct

Most people who know my libertarian streak wonder why I'm in favor of laws forbidding spam.
It's quite simple: the courses of action I could take to defend myself against spammers are generally illegal: I'm not permitted to electronically attack the offending computers, nor am I allow to dowse them with salt water, nor am I allowed to beat the spammer to within an inch of his life.

You can totally block him on Twitter, even if your account is public.
Click on his username, then on the little icon that looks like a gear. You will have the option to block him.
