Not sure what the big deal is. He screwed up. He was caught. He is being punished. He will live in infamy for the next 15 seconds, or whatever the attention span of the average American is nowadays.
The video might be useful in police academies, perhaps. "See this guy? Don't do that."

What kind of bear? Black, brown, or one of those white thingies? If it takes down a kodiak, it is some bad shit - but I doubt it - the Pepperkids would have been stuck in position and still wouldn't be movable.

The linkd doesn't say it is stronger than the stuff Marines train with. Please don't compare people (UC Davis brats at that) who are told to move (under the law) under threat of becoming Pepperkids (and don't, then cry) to Marines.

Actually, it's the concentration the writer of the article thinks was used by the UC-Davis police.
Or, possibly they used the less concentrated version.
According to the article, he's only guessing from the pictures.
