There is no such thing as government - there are just individuals who assert that they operate under the mythical cover of "government".
In fact, they take actions on their own.
A trespassing vandal with a badge is no different than a trespassing vandal without a badge.

That is just so wrong. I can't imagine why they would not work with her.
Our city requires non - decorative plants ( most vegetables ) in the backyard. Many of the plants by her home were flowering and gorgeous. How cold they have just cut them down? I think that the city owes her.

Most people don't know that you can buy vegetable seeds with food stamps. I think, but do not know for a certainty, most of the seeds at grocery stores are appropriately flagged to be bought with food stamps automatically without question.
If she could get a list from a chain and match it up as well, she could redouble her claim, regardless of how she paid for it. If the USDA would pay for her seed, why does the local government have a right to cut it down?
I'm going against my norm in this case because the local bureaucrats and politicians are violating her rights.

I have a side yard, not a back yard, on the street coming into my neighborhood. If I had to grow everything in the tiny patch of back yard I have it would be worth the bother.
I spend alot of time digging, pulling weeds and planting. It lasts from march to november. In fact I just today put in my leaf and romain lettuce and pulled my first cucumbers off the vines. If the came and took all my plants down I would be livid. That is how I feed my family. And believe me tomato plants and romain lettuce get tall. My cucumbers are growing up a fence put in for exactly that purpose.
To put in all that work only to have it all stolen from you. And no doubt a result of some pissy neighbor. Good grief.

I meant wouldn't be worth the bother. Too much shade and I would have to take down large pine trees.
