The big piece I see missing is to strip away the total immunity congresscritters now enjoy for anything they say in debate -- so that when their answers to Point 5 are lies, we can make them pay.
Think of Barney Frank's "Fannie and Freddie are sound!" speech from before the collapse of 2008. If he'd said the same things as CEO of a company, the stockholders would have sued him to oblivion. The same holds true for the cost estimates you hear whenever a legislator wants to start a new spending program. If CEOs deserve to risk expensive consequences when they open their mouths, then so do politicians.

Also, hold Congress to the laws it passes, such as Sarbanes-Oxley and things like the generally accepted accounting principles (GAAP) that they inflict on businesses. And ObamaCare.
And no insider trading.

Scrap it all.
Repeal the 17th amendment, returning control over the appointment of senators to the various state legislatures, and then dismantle DC by passing another amendment requiring that all senators and representatives be paid by the states and districts that they represent.
These states and districts can then provide housing for their delegations in DC for the relatively short times that the new legislature will actually be in session.
When the lobbiests have to show up in Bismarck North Dakota, and Lincoln Nebraska to buy votes, the whole process will get a lot cleaner and more transparent,

That was tried when Newt Gingrich was Speaker. It didn't last very long. As soon as Congress realized it had to obey the laws it passed, it exempted itself all over again.

That's why Ted Cruz, a vocal opponent of ObamaCare, is searching the exchange for health insurance.
He's required by law to have conforming health insurance and because his wife left her job and will no longer be able to cover him, as a member of Congress he has to get it from the federal exchange.
