The notion that one can acdt with impunity is so often the province of government functionaries and enforcers, as in the case of DEA agents who had sex parties with prostitutes.
Now, I'm of the mind that it's your body, and you should be able to rent it if you want to. However, as long as it's illegal for the rest of us to rent bodies for sex...
John Bresnahan and Lauren French write at Politico that DEA agents had sex parties with prostitutes, according to a watchdog:
Agents of the Drug Enforcement Administration reportedly had "sex parties" with prostitutes hired by drug cartels in Colombia, according to a new inspector general report released by the Justice Department on Thursday.In addition, Colombian police officers allegedly provided "protection for the DEA agents' weapons and property during the parties," the report states. Ten DEA agents later admitted attending the parties, and some of the agents received suspensions of between two to 10 days.
"Suspensions..."? Don't the rest of us get jail time or at least a fine and a nasty plea bargain, maybe to clean up trash on the highway, for this sort of thing?
The stunning allegations are part of an investigation by the Justice Department's inspector general into claims of sexual harassment and misconduct within DEA, FBI, the Bureau of Alcohol, Tobacco and Firearms, and the U.S. Marshals Service. The IG's office found that DEA did not fully comply with its probe.Moreover,the report states that DEA, ATF and the Marshals Service repeatedly failed to report all risky or improper sexual behavior to security personnel at those agencies.
The report covers the period from 2009 to 2012, although some of the incidents occurred long before that.
Other allegations in the report:
* A deputy U.S. Marshal "entered into a romantic relationship" with a fugitive's spouse and would not break off the relationship for more than a year, even after being told by supervisors to end it;* An ATF "Director of Industry Operations" had "solicited consensual sex with anonymous partners and modified a hotel room door to facilitate sexual play." The ATF employee even disabled a hotel's fire detection system, and when caught by the hotel, said he had done it before;
* "For over 3 years, an ATF Program Manager failed to report allegations that two training instructors were having consensual sex with their students. According to the incident report, the Program Manager learned the same instructors had engaged in substantially the same activities 3 years earlier but had merely counseled the training instructors without reporting the alleged activities" to the Internal Affairs Division.

Let me get this straight. ATF management engaged in improper behavior and failed to report improper behavior by subordinates.
And these are the people who came up with the brilliant idea to arm drug cartels with our weapons - and then lost track of the weapons; which have since been used to kill Americans.
Incompetence or corruption?
It is for these reasons (and more) that our Founding Fathers came up with the idea of a limited federal government.

Oh, and if the prostitutes are under the age of 18, then a US citizen who engages with them could be facing a penalty of up to 30 years for sex tourism with a child.
So, if I'm the cartel, I'm making sure those escorts are all under the age of 18. And I'm making sure I have adequate video of the encounters, and make sure the escorts write this stuff down so it can be entered into evidence at a trial.

I dont know.
What I do know is the US government has decided that US laws apply to US citizens no matter were in the world they are.
So even if it isnt a crime in the location you are in they reserve the right to charge yu with a crime anyway.
And according to the FED the age of majority for sex is 18, regardless of what local laws say, even local laws in the US

I haved mixed thoughts on this. First is whether or not it was illegal where they are. Don't know (Luj says it doesn't matter because the US can still charge you for things you do in other countries). Second is whether they were undercover and this was part of their "job" getting an in with the cartels. If it was purely in the course of undercover work (still not sure how actually having sex with prostitutes is work related but I could see attending the parties being in the course of undercover work), then no punishment is necessary. However, since they did receive some punishment (suspensions) they obviously crossed a line somewhere. If this was totally outside the scope of their work and it was as recreational activities they should be subject to whatever applicable laws deem the punishment to be.

Prostitution is legal in Columbia if it is done in "tolerance" zones. Also, while it is illegal to be a pimp, one may own a bordello.
lujlp is right in that the Feds like to think they have a long arm - just ask any American expat who have to deal with the crap the US Government places on their taxes and banking. But it seems that prostitution with people 18+ is...not specifically illegal. That I found. Under that age - regardless of what the age of consent is locally - gets you looking a 30 year prison gig.

My bro used to work for the DEA. Thanks to him I visted Boyaca and Santander. He quit years ago to work for the private sector but if you ask him (which I rarely do) yeah South Americans get a large large chunk of their guns from us. They prefer them. A lot of people that grow coca leaves say things like "If Americans can ban our coca leaves in our land then we should be able to ban their guns in theirs"
Interestingly enough places like Brazil import their drugs, they don't export.
