I'm not sure where Patrick got the 30 days in prison. Maybe Colorado with their notion that rain fall belonged to the drainage basin?
I didn't do an exhaustive read, but most of the laws referenced on that page are encouraging the use of graywater including subsidies for private entities, and the state of Texas mandating it for state building of a certain minimum size or greater and forbidding home owners associations from banning them.

If the 30 days in jail thing is about that guy in Washington, or Oregon again I once thought it was stupid, but it turns out that guy was diverting a nearby stream and hoarding water.
