... California agriculture, already stressed by drought, is losing $500,000 to $1 million for each day of delay.

Darth, indeed... Junior Anti-Sex League and all that. It's funny how tyranny movements (at least the ones since about 1900) start out by promising sexual liberation. When people find out that the movement really intends the opposite, it's too late.
