It obviously is "the ... type of material that advocates any form of racial or religious discrimination or the persecution of certain groups of people," and thus should not be copied.
So a prayer is considered "discrimination" or "persecution" (no knives present that I know of).

Most likely, it is some hourly clerk who sees something, alerts the manager, who then says yea or nay without much thought or reason put into it; more likely just a gut feeling.
While I am all in favor of a business turning away business for almost any reason, sometimes it reaches the level of "just how absurd can we be."
For example, years ago my job had me on the road doing training sessions. We generally found it cheaper to have copies of the training manual made at a printer (Office Depot, Staples, etc.) that was near the client's site rather than printing them ourselves and paying for shipping.
The problem, however, was that sometimes we would get a clerk who refused because he or she felt that we were violating copyright law. Damn it! I was the one who wrote the manual - see, my name is on the title page! Here's my business card - see, I work for that company that owns the copyright! Do you want to call my manager? Here is her number.
So, I would simply waste my time by going to another print shop who would take our business. Not a fun thing to do when I've just arrived in a new city at 9:00 pm and need these copies for the next morning and all I really want to do is go to the hotel and get a good night's sleep. And, I'm stuck dealing with some "we won't do that because we have moral standards" clerk.
There are a lot of companies that lost our business because of some thoughtless, power-hungry, clerk. Stupid!
It seems like this case is the same. The policy of "the copying of any type of material that advocates any form of racial or religious discrimination or the persecution of certain groups of people" might sound nice; but, just who decides what is "discrimination" or "persecution"? An hourly wage clerk, that's who. Their training on the issue was probably nil.
So what happens is some clerk makes a stupid decision, the company now has to issue an "apology" and gets some bad publicity in the process.
I so often want to say to such companies: I'm not saying that you don't have the right to turn away business; but, for crying out loud! It isn't like the customer is asking you to write their stuff or even read it; Just print their shit, take their money, and call it a day! (and pull that stick out of your ass; you aren't that special!)

So if you're a conservative state legislator waving the flag and bible and get caught banging someone not-your-wife, what do you do?
For starters, you send an email falsely (?) claiming you were actually banging a gay prostitute.

People who have affairs are disgusting. People blaming their disgusting behaviors on gay prostitutes are even more disgusting. I'm glad that they're gone, no matter their (alleged) politics.
