Don't Kid Yourself: These Paris Attacks Can Happen Anywhere, And Surely Will
An American expat who survived the attack at Le Carillon, a bar in the 10th arrondissement of Paris (that might as well be in Seattle, Silverlake, or Williamsburg), spoke to The New York Times's Nicola Clark:
Ms. Murphy said it took her some time to realize that she and her friends had been the victims of a terrorist attack."When I was lying there, I couldn't believe this was happening," she said. "They were so very Parisian, the places they chose. This was not the kind of place I'd ever dreamed of having something happen there."
American expats living in Paris are contemplating coming back to the states. But as I wrote to a Paris-dwelling friend yesterday, this can be done anywhere. And surely will.
The incentive to do it comes out of how violent jihad is the express path to "salvation" in Islam. No, this is not a distortion of Islam. It is what Islam calls for.

A man said, "O Messenger of Allah, will my mistakes be forgiven me if I am killed, in steadfastness and anticipating Allah's reward, advancing and not retreating?" He replied: "Yes, except for debts." (p. 667, p20.3(3))
It is unclear how Allah extracts the debts from a jihadist, but maybe it involves some degree of punishment for him in the afterlife or a financial burden on his family in their earthly life. Ruling o9.5(1) (p. 602) says that a creditor may give his debtor permission to fight, so the hadith passage is not followed that closely.
More importantly, this passage guarantees jihadists the forgiveness of sins and an escalator to heaven. This is reason enough for dazed and confused young Muslim men to conduct jihad against unbelievers.
ISIS calls the attacks in Paris "the first of the storm." Rukmini Callimachi writes for The New York Times:
The Islamic State claimed responsibility on Saturday for the catastrophic attacks in the French capital, calling them "the first of the storm" and mocking France as a "capital of prostitution and obscenity," according to statements released in multiple languages on one of the terror group's encrypted messaging accounts...."Eight brothers, wrapped in explosive belts and armed with machine rifles, targeted sites that were accurately chosen in the heart of the capital of France," the group said in the statement, "including the Stade de France during the match between the Crusader German and French teams, where the fool of France, François Hollande, was present."
"Let France and those who walk in its path know that they will remain on the top of the list of targets of the Islamic State," the statement added, referring to the attacks at the Bataclan concert hall and elsewhere in Paris.

Not exactly, major cities yes, but Bismarck North Dakota or Flagstaff Arizona, probably not.....
There is a lot to be said for a low visibility middle class life in the Hinterlands.
I would tell your friend to find some nice French village somewhere, where people might notice if the local Mosque started running drills with their AKs.
Enjoy the life, enjoy the wine, and make day trips into Paris. ,

Numerous alternative news sources are calling the attacks 'false flag'-- there always seem to be readiness exercises for just these types of events going on, when WHAM, things suddenly turn real. It happened for the Boston Marathon, for the London subway bombing, and France has been having them just now. It may have something to do with the big climate change conference coming, which is expected to draw violent protests. This should put a damper on that issue.

There is, but the problem there is domestic fellow-travelers. They hit Ft. Hood, the University of North Carolina, and Chattanooga.

And we can do about as much about these as we can random rampages by the mentally ill.
You arm everyone you can, and hope that an armed person is on the scene to stop the attack. Or that ubqitous concealed carry forces them to pick a softer target or deters them entirely.

I think about this regularly, because I work directly across the street from the state Capitol in one direction, and the Governor's mansion in another direction. Probably, one of the many festivals we have in Austin, or sixth street, would be a more likely target, and I don't really attend those. But what if they do attack the Capitol? How do I get out of downtown? Do I just lock the doors and turn off the lights and stay away from the window until it's over? Do I try to get out? This is all stuff I think about.
The consolation, of course, is that this is Texas, and people have guns. I'd wager that 30% of the people in my office building have a CCL. And- this is almost funny- a lot of lobbyists went and got their CCL after the metal detectors were installed at the Capitol, to get through security faster. (They don't send you through the metal detector if you're allowed to concealed carry.)

What a strategy. Encourage random adherents of your bloody philosophy to carry out violent attacks in their cities and then claim credit when they do and use the resulting carnage as propaganda to spread fear. "We" did that and "we'll" do it again if you don't bow down to us.
The problem with ISIS is that a philosophy like theirs requires an outside enemy and a war to keep the masses huddled and the fanatics energized. Once they've run out of external enemies or find they cannot defeat the ones they have, they will begin to turn on each other. The revolution always eats its own.

Sure. And that's pretty effective. I'm just saying that taking the attitude of "it can't happen here" is not the right way to go about it.
