Oklahoma can be a bit funny about things. They love education. Most places haven't met a pro-education tax they aren't willing to enact. Just shout 'think of the children' and you win. Now once those kids are educated it's time for them to leave. Oklahomans (except around Tulsa) don't want anything to change. So all those nicely educated and credentialed young adults best be moving elsewhere than try and use all that fancy book stuff to make thing better.
I can't remember the name of the town off the top of my head. But there was a small Oklahoma town that had a choice between a GM factory and a federal prison. The town wasn't really big enough to support both and neither were asking for significant concessions. They chose the prison.
