One of the problems they are going to have getting the power going again in Puerto Rico is that some power plants are going to have to do what they call a "black start". Power plants require power to operate pumps, fans, stokers, valves, control systems, etc. Normally when a plant is started cold, it is already connected to the grid and can draw power from it to start systems. But Puerto Rico is completely dark.
The usual tactic on the continent is to use a hydro plant as the "bootstrap" power source, because hydro plants are easy to black start (all you need is enough juice to open a few valves and provide some current to a generator's field coils). But Puerto Rico doesn't have any hydro. They are going to have to bring in sets of generators with fuel: a set of small generators to start a set of bigger generators to start a set of bigger generators to start the power plant. It's a complicated operation.

Sandy Berger, Bill Clinton's former National Security Advisor, smuggled classified documents out of the National archives in his pants. And, here you though only Hillary was the only Clinton whose people played fast and loose with national secrets.
Perhaps using the honor system isn't the best way to guard classified documents.
On the other hand, we have the TSA searching Granny's diapers for explosives. Maybe the NSA should take a lesson from the TSA.

I imagine so.
That said, there are two LHDs and an LSD nearby. So long as one power plant is relatively close to the shore, they should be able power them up.
But that's the easy part, if it is possible. Here's a list of power plants. Some are solar/wind renewables, so that could be useful.
