I have to say I don't understand. You have to open the ATM with keys to install malicious software and/or hardware. How hard can it be to set up an alarm that would go off whenever the ATM is opened off-schedule? Or something like that. (The crooks dress like repairmen.)

There are a wide range of security issues with ATMs and banks in general. Jackpotting is just one among many. In the end it is the responsibility of the bank to secure their own equipment.
