Buy Yourself Some Cool Air
Where I live in Venice, you don't really need air conditioning most of the year -- until those insanely hot that come by surprise, when you really, really do.
For people with environments like mine, who don't have central air, maybe it makes sense to have a portable air conditioner. There's one on sale just for today:

But my solution is actually twofold: The Lasko 42-inch tower fan.
I also just got this massive tilting floor fan -- Lasko Stanley 655650 Max Performance High Velocity Floor Fan -- like they'd have on a factory floor or in a gym. It basically produces a cyclone. I love it. I use it when I do High Intensity Interval Training, nightly, on an exercise bike in front of the TV. And I'll use it when it gets super-hot.
Not as quiet as the tower fan but not an unpleasant sound.
The other part of my solution is a "cooling towel," a kind of "towel" you wet but doesn't stay soppy, which keeps you cool. Here are a variety of them. Make sure you get one that's big enough to cover your shoulders or whatever.
