Well, the question was "how long would it take to build a replacement carrier" and the answer is "who cares?"
The US Navy has 11 Carrier Strike Groups. The Japanese and French have 4 each, mostly helicopter carriers. The Chinese have 1 aircraft carrier, an old Soviet model that never leaves port and can be used only for training. The Russians have only 1, an old Soviet model that its sailors regard as a punishment assignment.
The Royal Navy recently completed a 65,000 ton carrier, but have no planes for it - the plan is to have US Marine squadrons compose its air wing.
Not to mention that, ever since Robert Dixon electrified the country with "Scratch One Flattop" at Coral Sea, the US Navy has more experience sinking carriers than any other navy on the planet.

US fleet carriers are a power projection weapon. Most foreign carriers are primarily intended and configured for coastal defense. The chances the carriers will come into conflict engaging in their respective missions in any conflict are probably pretty good.
