On the banking thing Mpetrie98, it's already been done. Eric Holder back when he was AG abused US banking regs to keep people he didn't like from bank services. People were euphemistically told they were 'too high risk' by the banks. The risk being getting audited by the federal government if they found out you were a customer of theirs. Like with the IRS scandal large groups that could afford to document and sue were avoided. As I recall he appeared to target porn workers and rural gun shops.
While I don't live all that far away, I haven't visited the Blue Ridge Mountains nearly enough.
