That's a common misunderstanding. It actually means that the tsunami, having cleared the sewage zone, is no longer in danger and can continue on its way.
Pedestrians, not so much.

I'm imagining crowds of people standing along the northeast edge of the Lincoln Blvd, thinking "I'm perfectly safe. The tsunami will take out the Whole Foods across the street and then just stop!"

I don't understand. Even on flat terrain, most tsunamis can only go so far before they lose their power to knock you off your feet, right? Isn't THAT the real meaning?
Or is the sign just a hundred yards from the water's edge at high tide?

There's probably a sign on the Nevada border, "End of California Earthquake Danger Zone".
Right next to the one shouting, "Waterfront Property Available Soon!"
