Let the one paying the bills be the one who gets to set the thermostat.

Men tend to be bigger and thus feel warmer while the smaller someone is, the colder they tend to feel so women and children may get chilled.
My mom’s rule was that the warmer person got to set the temperature because you could put clothes on but you can’t remove enough clothing to feel cool. Of course, my dad didn’t abuse it. For a while, they tried to follow President Carter’s recommendation that the temperature be no higher than 65 in the winter and no lower than 78 in the summer. I didn’t mind that. I felt that it helped us adapt to the outside temps although my dad was pretty miserable at 78.
My husband and many companies just abuse temperatures. Should I have to carry a heavy coat into a restaurant? Back in the day, restaurants provided loaner jackets. I remember waiters bringing me one when I was a little girl and began to shiver.
My husband has been better about making sure that I’m comfortable after a miserable night in a hotel room when he turned the thermostat down to the high 50’s or low 60’s. I had trouble walking for most of the next day and had to curtail our activities.
The larger person should be cognizant and how others feel and try to keep the temperature as high as they can tolerate rather than seeking ideal comfort.

At my house it is the previous owner of the house. The programmable thermostat keeps reverting to his program. I finally got the my summer programming to stick.
In college I rented a room where the landlord controlled it. I could often see my breath and ice formed on the window several times.
As a kid, my mom kept the temperature set at 65 -- we had no cooling other than a fan.

The grass is greener -or warmer in this case- on the other side. On my side of the Americas, the weather is 90 degrees for about 10 months a year.
Right now is 72 degrees and I'm wearing a quilt so I look like a pregnant burrito.
