It's safer to address something for which you can't be held responsible, like the rainforest, than to address something for which you can be held responsible, like the tent cities springing up across LA.
That's why California today is governed by plebiscite and court decision, not by legislative action. That way, no politician can be held responsible for any failure or success that might later derail a political career (witness Bloomberg and "Stop and Frisk" or Hillary Clinton and her husband's crime bill).
And we, the voters, let them get away with it.
