Why not? Citizens (voters) in a democracy should understand war as more than just a series of movements on a battlefield; understand how it fits into the Great Game.
That kind of understanding would be something modern presidents and politicians should know before they tell their service men and women to go die in some godforsaken foreign land for some half-reasoned justification. Before they engage the country's military in an endless occupation or propose to fight an ambiguous enemy like "terror." Before they decide to overthrow a government and have no idea what to do afterward.
To supplement Clausewitz, I'd suggest Sun Tzu and Alfred Thayer Mahan.
When you start a war, it is vital that you understand how, and if, you're going to win it and what comes next.

Keegan's good. So was Hanson's The Western Way of War.
Basically, citizens of a democracy should make themselves familiar with the politics and geo-strategy of war, the costs of war, what causes wars, and why war should almost always be the last option, but is sometimes necessary.

I should add to the list of books. Saul Alinsky's Rules For Radicals is a must read. It's a great way to learn how to spot organized mob behavior in media.

My sister not only bought that, she played it more than once! Possibly that was revenge for my attempts to learn to play the violin (until the town's violin teacher ran off to join the Army), but IMHO it was excessive.
