I feel like phrasing it as "We are going to pay criminals not to kill people" is very different from, "We are going to help former criminals re-establish themselves by giving them 300 a month to get on their feet, but they can't kill anyone" even though it is exactly the same thing.

The unbelievable industry of that state has buggered the minds of those who think they run it: those who forget that you can have an economy without a government, but cannot have a government without an economy.
