Dicking Around With Your Stimulus Dollars

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex. The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling - however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.
This may be a good and even important study, but why the hell are our stimulus dollars being used to pay for it?
Don't we have a foreign aid budget that this should go under?

I assume it is the uncut guys (of which there are more in my generation than in my parents') teaching them? Or maybe they hire Europeans?

i can understand spending money on a program to increase awareness in african men on the 'importance' of good hygiene after sex as it relates to HIV but a practical course on the 'how's'? not so much
didn't any of these guys get basic hygiene lessons from mummy and daddy when they were little boys ? this is how to pee standing up...this is how you cleanup after you go potty...this is how you keep your wee wee clean etc etc

I doubt the most expensive pron production in history cost anywhere near this amount, and you could have gotten one of the performers to wash his junk...
Just think, this little bit of common sense advice could have saved ALL the taxes I will have paid in my entire lifetime.

You can't wash away the HIV virus from your dick. Dirty Skank is also pretty hard to get out too. Wouldn't it be more beneficial to teach them about condoms?
Not that I think our tax dollars should go to that either but, I would much rather it be used to teach them to avoid STD's and stop fathering unwanted babies than teaching them something their PARENTS who CHOSE to leave them uncut should have taught them.

You just can't make this stuff up! Can't Africans figure this out for themselves? If not, they're not worth saving.
