It's a locution straight out of pre-school: "________ should be free." And it turns up in public affairs all the time.
Sometimes we can tell that the person who says it knows better... But that person doesn't have the courage to say "Everyone else should pay for this", since they know the argument would collapse.
But in far too many cases, people really seem to think there's a power in the universe that can make things be cost nothing. And ironically, the things most often selected for the twinkle-kiss of the magic wand are things that are incredibly expensive... Doctor's care, ass-wiping from nurses, education from gifted thinkers, that kind of thing.
