Welcome to the "drunk sex is rape" movement -- popping up on campuses across American.

That's because schools often include in their policy that accused students, who are overwhelmingly male, who are drunk during the sexual encounter are not absolved of their actions. So in cases where the male accused student was too drunk to consent, where essentially both students sexually assaulted each other, only the accused student is responsible.
I got drunk for the first time at 15 when I was at a wedding with my parents. Why? Because I thought it was smarter to possibly lose my shit (which I did, on the side of the road, as my dad laughed at me) when there was somebody there to see that nothing terrible happened to me.
I can't think of much that's stupider than getting blotto and then wandering back across campus to your dorm. You could be raped -- or robbed or just physically assaulted. Evildoers don't look for the toughest targets, like, "Hey, I'll take on the tight end from the football team!" They look for the weak one they can chip off the herd. And if you're wobbling home from a party, guess what: That's you.

I was thinking about this the other day: If a person has a few drinks and then decides to pick up the tab for other people at the bar and then regrets that decision when sober the next day, is that person allowed to report all those people who accepted the offer as thieves? Obviously this person couldn't have consented to picking up the tab because they were drunk...and taking money from someone without their consent is theft.

As in "local girls", not fellow students? apparently administrators have thought that one thru and some places will allow non-students to file complaints with them against their students.
I thought that was an atrocious thing to do, but institutes of higher learning like to pretend that their code of conduct can be enforced off campus as well.

Gonna need more information to answer that. Who can report whom depends on the sex, race, sexual orientation, gender identity, religion, triggers and handicaps of the person picking up the tab and each of the other people at the bar.
For example, if the drunk person picking up the tab is a man, and the other people at the bar are wymyn, it would be sexual harrassment; and if he tried to pick up one of the wymyn it would be rape and she would be a survivor, highly esteemed by her peers. If it's the other way around: a drunk womyn picked up the tab for a man and regretted it later, that would also be rape and maybe robbery, and she too would be an esteemed survivor. If a drunk Muslim picks up the tab and regrets it later, it would be an anti-Islamic hate crime. If a drunk gay man picks up the tab for a straight man who rejects his advances, the straight man is homophobic and in denial. If a drunk college student picks up the tab and regrets it later, it would be trauma, and he would need to cuddle puppies.
So you can see, it's not the nature of the act itself that determines who is the aggressor and who is the victim; it's the respective identities of the parties involved.

It seems like the vast majority of people seem to think you should be able to live your life as you choose. But while many of us believe you should also be responsible for you choices and actions, those on the (far?) left seem to think you shouldn't.
Hence, do what feels good.. but gov't is here to take care of you. Give everyone "Free" stuff, like free college degrees and all. Why should one have to actually, you know, EARN it?
Though I guess it's actually gotten worse in the last decade or so. Many on the far left actually think you should only be able to live your life as you choose.. as long as you choose what they want. Look at the current practice of getting anyone that doesn't toe the line fired. Even people doing low-level jobs that might say or post something stupid online.. a subset of people go rabid and hound the employer until the person is fired and their life basically ruined.
