Yes, it's funny - BB almost always is. Yes, it's just a comic.
Even so, it's still misleading to set up the strip to make it look as though "no heckling girls" is what's ridiculous. What's ridiculous is that Darryl (the father), despite being a pretty calm, well-mannered type, would have caved in to the 21st-century idea that it's OK to heckle little boys playing sports - and maybe even bring them to tears, just because ADULTS often now do that to boys.
Not to mention that heckling INDOORS is what's generally prohibited, regardless of content - but, as you'll see below, it's often strictly forbidden even OUTDOORS!
