Someone seems to believe that the First Amendment has a "not applicable in the case of a national emergency" clause.
No, not really sensible. But the author soon picks up on some of the problems. Another problem in addition to the obvious ones, would they gain squatter's rights? unless that's spelled out as a "no", I'll say the answer is "yes".
Or ambiguous enough to make lawyers salivate.

Los Angeles Mayor Eric Garcetti said this week that “snitches” in his city will get “rewards” if they tattle on neighbors who could be violating the stay-at-home order put in place to curb the spread of the novel coronavirus.
If they are forcibly quarantined and cannot leave the rooms they are assigned to how is this not a jail?
On the squatter's rights, I don't know San Fran law but I doubt it would be more flexible for property owners than Texas law. Under Texas law there are a lot of details that need to be answered. Who is paying for those rooms? The person in them? The city? Are they unpaid and taken by force? Donated by the owner?
Six months living on a property with the knowledge of the owner and not paying rent or otherwise having a formal contract means the defacto rent is $0 in Texas. The person does not get property rights. I.e. no title, they cannot sell the property, etc. But they cannot be evicted. After all they are current on their rent of $0.

In my neighborhood, there’s a guy wandering around stealing bikes. People even have him on video. The Knoxville Police say that they aren’t responding to theft reports because of the pandemic. A neighbor asks: “Are they responding to thieves being shot?”

Hotels aren't built to confine anyone, and their hygiene depends in part on the cooperation of the occupants. In my experience, few who PAY for a decent hotel room wander the halls looking for drugs, either.
It's an outstanding plan to devalue some of the best properties in the city in the name of that big lie that government cares about the little person.
It will be a seizure of private assets by government.

I am reminded of a road trip I went on with a friend after college. We ended up getting this cheap motel. As my friend was walking down the hall a lady was hanging out in sittng on a boombox asked him if there was an anything she could do for him. Oh, the sliding door in our room had been replaced with plywood.
In a nice hotel you don't wander the halls disturbing other guests looking for drugs. You ask the bellboy for his preferred supplier like a civilized person . . .
