The "social contract" has never been about taking Peter's money to pay a specific benefit for Paul that separates him from Peter. It has been about serving the public in general - roads, primary and secondary education systems, welfare, mail, national defense, police, sewage, etc.
Paying for Paul's choice to get a Master's degree in basketweaving or for Paul to spend four years avoiding adulthood, all while Peter works in the stockroom at the local grocery store is not part of Peter's social contract; never has been.
