While we're at it, let's reduce the amount of THC in legal weed to reduce the addiction rate (est. ~9%) and impairment of motor skills.

As for "accidental sweetheart rule," I doubt it. Somebody's getting a "campaign contribution" for this.
How much of addiction is physical and how much is psychological? Lower nicotine cigarettes won't address the psychological attraction of smoking. If the psychological attraction is still there, how much will lower-nicotine cigarettes reduce smoking? And, since smoking is already rapidly becoming déclassé, why now?
A tobacco industry executive in the '50s or '60s is reported to have used a photo of an indigenous man smoking a cigarette as justification for selling in Third World countries. What else, the executive is alleged to have asked, could give the man as much pleasure in his poverty, as that cigarette, for the price he paid.
I also wonder whether, if the Democrats hadn't destroyed vaping as a smoking alternative, they'd need to legislate lower-nicotine cigarettes. Or was destroying vaping another "accidental" gift to the tobacco industry?

For politicians, it's the perfect solution. Smokers will smoke more to get their fix, requiring them to buy more cigarettes, and pay more sin taxes. (You didn't think the tobacco tax rate would be pegged to nicotine content, did you?) Thus countering the decline in tax revenues that the last 40 years of anti-smoking advertising has brought about.
It's not like they really care about the people who smoke. And since those people are supposedly adults making an informed decision, I'm not sure I care about them either.
I just have a revulsion about frauds and scams sold under false pretenses. And most government programs/policies are inherently fruadulant and not intended to provide the benefits they are sold under.
