Stupid, sure - but for another reason: it assumes that Putin doesn't know that already. The man is a former KGB officer who studies the US budget.

Set aside for a moment the idea that when you have no enemy, you must manufacture one, and notice that Google Street View works in Russia - but not in China. Why might that be?

I suggest that Putin is the boogeyman we've been told to fear, not an enemy other than economically as Russia strengthens - and they have more to fear of China than they do of us.
