I'd LOVE to cart around MY dog like that!
But he's a 55lb Basset Hound. I don't think I'd get too far down the street before collapsing.

That's what little red wagons are for.
And, in France, dogs are allowed in cafés and restaurants. Even Basset Hounds are. In fact, I once saw a Great Dane in the bar/lounge area of Hotel Lutétia, where Coco Chanel used to live.
In Germany, I believe it's left up to the discretion of the proprietor as to whether or not the beasties are allowed in. It's certainly no problem in outside-type places. It would be considered a gross infringment of human rights if one were not allowed to take the dog for a walk and stop in at one or more beer gardens.

I don't want to eat around random dogs anymore than I do random rats. Can't say I wish animals were allowed indoors at eating establishments here. And I LIKE animals.

Those hind legs look pretty limp. Are you sure it's not just a cat-fur stole? Or maybe a living cat who happens to be a parplegic?
