If you don’t have “qualified” health insurance for a given month, you will pay a new Federal tax. Incredibly, the amount and structure of this new tax is left to the discretion of the Secretaries of Treasury and Health and Human Services (HHS), whose only guidance is “to establish the minimum practicable amount that can accomplish the goal of enhancing participation in qualifying coverage (as so defined).” -- From the Keith Hennessey article.
My lady's last years were spent dealing with SSI, Medicare and Medicaid. (And I along with it.)
This month to month stuff irritated me to no end. She qualified for drug coverage but only after she had spend $X (about $212) dollar amount or paid $X during the month (a percent of her "disposable" income on SSI). The way it worked is her monthly amount was about $25 more than her actual prescription cost. So it was a roll of the dice whether her doctor would prescribe extra medicines on any given month to just go pay the amount. And you always were at the mid to late portion of the month when you went over, and are standing in front of the pharmacy counter pulling out your wallet. By then it wasn't worth it to going down to the county office to prove you hit the $212 because you had the "free" coverage for the last five days of the month and then started the cycle over. You didn't get the amount over the limit back.
If they had set it up for a quarterly, semi-annual, or annual deductible it would have made sense. Its not like she was magically going to get better and get a job.
We are so screwed.

On page 4, lines 1-4, we discover that insurance companies cannot make price discriminations based on the type of business. Insurers will have to charge a chocolate shop owner the same premium as an explosives manufacturer.
Also, I thought the whole idea was to create portable plans. This plan is still employer-based.

You're disconnecting the two -- Employers will stop providing coverage for their employees because they can no longer afford the premiums for making chocolate covered explosives.
That will force all the employees to have to opt for some sort of coverage on their own -- the so called private health insurers. But the private health insurers will be charging 80%-90% of what was the employee and employer cost combined.
Therefore the poor schmuck that used to be covered making bon-bons will now be paying for making bom-boms and get less coverage taxed at the local government rate, whether they have money for food, over health care.

We need to ensure that Congress and the President get exactly the same care that we do. The standards for what is acceptable rise sharply when you have to eat your own dog food.

Then you have your proletariat. That would be us. We exist solely to support and supplicate to the Party.
This little charade with "health insurance" is meant to do one thing - finish the job that Ted Kennedy started over 20 years ago: get every single American utterly dependent upon the federal government for their very existence, and use that dependency as the carrot with which they will extract endless concessions of liberty from us.
