Think of it like the lottery, a tax on stupid people.
Personally, I'd lock away the homeopathic practitioners as frauds. But failing that, at least the people they "treat" provide us with free entertainment in the form of their own stupidity, darwin awards, and other ludicrous ways of removing themselves from the gene pool.
I only really trouble myself over such blatant frauds when its perpetrated on children who have no say in their treatment.
