Poets, storytellers, filmmakers... they all shape public opinion and help rally the people for the cause. I assume that's what he meant.

Stalin's poetry shows in his nom de despot. He was born Iosif Vissarionavich Djugashvili. He adopted the more poetic "Steel", Stalin in Russian.
