Maybe the photographer just held up a mirror, so Rover could sit transfixed in his own awesomeness!

There is no myth of saftey, the struture survived the eathquake. The problem is some moron decided to put the emergency generators underground instead of above ground in a secure seperate building.
Someone somewhere chose cost over saftey. The nuclear tech worked fine. Human greed fucked up the saftey net
