This is one of the themes that's really become clear to me this year... Government wants to regulate everything, and it much prefers to regulate large businesses. Big companies aren't as photogenic as family shops when they go on television to complain about government intrusion. Also, big business lawyers get paid whether the government levies fines or not, whereas small businesses are better motivated to fight back.

And small business doesn't have a lot of money to throw at revolving-door lobbyists.
