Negative rights are the sort that "permit or oblige inaction." For example, the Fourth Amendment, that has been torn up at the airport door, prohibits searches without reasonable suspicion a crime has been committed.







Health care is not a right.
Neither are many other things. Most of the socialist programs that were implemented by Woodrow Wilson and FDR and others are positive rights. They take wealth from those who work and redistribute that wealth to others.
Saying that because the government does it makes it legal is wrong. The way to figure it out is just ask "If someone did this act privately would it be against the law?"
