This happened to me once, in Indianapolis in 1987. The Mayor's office gave me a transfer to the airport and airfare home... They were kind of apologetic about it, but I was still pissed off.

Patrick, about the rain tax:
It is an unfortunate fact that when a field is covered by housing or industry, the flood plain changes. If the State, county or locality is to provide drainage to keep either the new housing, or those downhill from being flooded, the drainage must be paid-for. Sometimes the effects extend for miles.
Look for video of Las Vegas flooding to see how badly this can affect residents.

This isn't a joke, but I wish it was. It seems Maryland is going to now tax the residents for the rain that falls on their property.
