I haven't quite decided about this - seems it for physical-presence sales, where the buyer is actually in the State and buying at a store in the State. I.e. currently flash an out-of-State license at a store clerk, and the sales tax will be dropped or not applied.
Is this true anywhere else? I have never heard of it. OTOH, I know that Massachusetts sometimes has a one-day suspension of sales tax, and people drive long distances from the surrounding states for high-ticket item like TVs and furniture. Which certainly implies that the tax is otherwise applied for out of State buyers.
It worked in reverse for me, in a way. I use a certain brand of shampoo. In Massachusetts it is over-the-counter, but in Rhode Island requires a prescription. So when I go to the supermarket six miles away I drop a bottle into the cart with the groceries. And yes, pay the non-food sales tax.
