Proposed Amendment to the U.S. Constitution:

1) All Congress Members shall be paid at the prior years median wage. Expenses shall be based on the internal revenue code.

2) If a balanced budget is not passed by the end of the fiscal year that salary shall be cut by 50% until a balanced budget is passed.

Effectively, if you want a pay raise, you have to help the economy; and if you can't do your job your pay is cut until you do it.

While I like the idea I would rather see it done as a state run Article 5 amendment convention. And also add in the Liberty Amendmants and some others.

Basically the states make the decisions and tell congress to GFO.
