And by "too much" we mean "whatever they say goes because you won't get the ticket until long after you can defend yourself because the people who wrote you up took the evidence to the dump."

As I've seen repeated this week, law enforcement and regulators love vague regulations because it gives them great discretion on whom to prosecute.
