When my mother passed away she had a fair amount of prescription drugs left for me to dispose of. I was directed by the officer who arrived before the coroner to take them to one of these drop boxes by the Sheriff's office. So I did. It was definitely better then throwing a bunch of prescription drugs in the local landfill.

It would be risky to drop off one's illegal drugs without checking first, but common sense on both sides dictates that the government offer a cloak of amnesty to the dropper-off. Which is why I'm surprised that's not clearly spelled out here.
This reminds me of the INS entrapping suspected UnDocs looking for day work at Home Depot.
