That ship sailed a long time ago. Clinton tried to get CLIPPER instituted and the tech world told him to go pound sand. The laws regarding the export of strong crypto were mocked savagely: you couldn't export strong crypto in electronic form, but print it in a book? not a problem. Even if the typography lent itself to easy conversion to electronic form using OCR software. Or some grad students typing away.

Anyone with math and programming skill can do encryption, but to do it well takes time, experience and patience.
