Let 'em pay. Reagan bankrupted the Soviet Union when he realized that Western fear of an arms race was giving the Soviets breathing room. Once the Soviets had to pay to keep up with the West, the structural faults of their economic system were stressed to the breaking point.
California has massive pension and entitlement liabilities piling up. Add more expenses to their ledger and at some point the state will have to cry uncle.
California like to defend its defiance by pointing out that it's a net provider state (sends more in taxes than receives in benefits). Not sure how that's calculated, but California's economic vitality is dependent upon it being a part of the US, not in some inherent greatness found only in the Sierra Nevada water tables. California does not have the long-term economic resources to take on the entire US government.
Eventually the rest of the US can learn to grow vegetables and code software. California is a net importer of oil and electricity, despite having oil and natural gas deposits that are the envy of the industrialized world. Its policy is confused and hyper-partisan. A few blackouts and $10 per gallon gasoline will make the average Californian rethink the clowns elected to run the state.
Never get into a war with an enemy that can out-bleed you; a lesson Hitler and Napoleon both should have taken into account before invading Russia.

During the protest, Chisholm was hit in the head three times "with something metallic" by one of the demonstrators protesting against Trump, the Oregonian reported.
